Every Río Piedras Project This Fall Points Toward Paseo de Diego

"We are transforming an entire corridor to make it safer, more accessible, connected and attractive for economic development," San Juan Mayor Miguel Romero said in September, as crews began work on Avenida Ponce de León in Río Piedras. The avenue is the third major municipal project to start in the casco urbano in twelve months. Laid on a map, all three cover a small area. They are the Plaza del Mercado, the plazas of El Pilar and La Convalecencia, and a pedestrian corridor running from the Tren Urbano station along the line of Paseo de Diego.

The same few blocks hold most of the casco's newer businesses, along with the stage for the Sábado de Mercado, its largest community market. The city is rebuilding the district around those businesses and the market while they stay open.

Three Work Zones Inside One Walking Radius

Each project was given roughly a year, and the start dates are staggered. On a Saturday this fall, all three are underway at the same time.

These three projects are part of a larger plan. According to Primera Hora, the Ponce de León work belongs to a Río Piedras plan of more than $50 million that also rebuilds Avenida Gándara and Avenida Universidad. In October 2025, News is my Business listed the public works already in progress. They included the Henry Klumb bridge rehabilitation at $2.2 million, Avenida Gándara at $24 million and Avenida Universidad at $13.3 million. As of that report, the city had assigned about $99.8 million to the area, including Paseo de Diego and Avenida Juan Ponce de León. That same report put the Plaza del Mercado figure at $7.2 million, a little above the $6.97 million announced when work started.

The Oldest Clock Belongs to the Market

The Plaza del Mercado project started first, and the city's plan kept the building operating throughout. When work began in September 2025, Primera Hora called the market one of the few places still active after years of commercial decline around Paseo de Diego. The mayor's office also pointed out that the building houses municipal services in addition to the vendor stalls.

The project's estimated twelve-month window ended this week. As of September 30, 2026, we found no public announcement of completion or of a reopening ceremony. Vendors who were moved during construction may not be back in their usual stalls.

The market has kept up its programming during the work. The city's September 2026 calendar listed Río Paseo Musical at the Plaza del Mercado, with midday sets from 11 a.m. to 1 p.m. Joel Cintrón played saxophone on Wednesdays and Fridays, César Gallego played guitar on Thursdays, and Luis Anchondo played guitar and piano on Saturdays. The same calendar listed a show of work by Willie Berríos Sochting at the Galería Mercado inside the building. That was the September schedule. The Plaza Sequence Leaves the Market Stage for Last

The order of the plaza work matters more than the budget. NotiCel reported that work starts at Plaza El Pilar and moves to Plaza La Convalecencia afterward, so that neither plaza closes completely. Both plazas were badly damaged by Hurricane María in 2017. The plan includes new roofs and pergolas, repaired elevators, LED lighting, restored fountains, a larger children's play area with water features, solar-powered work stations and benches with Wi-Fi and power.

La Convalecencia is where the casco's biggest recurring gathering happens. The Sábado de Mercado on May 9, 2026 ran from 10:30 a.m. to 5:30 p.m. with more than 300 vendors. It filled Plaza de la Convalecencia, Paseo de Diego, Callejón del Carmen and Calle Saldaña, and live music was on the plaza's stage. The underground municipal garage beneath Plaza de la Convalecencia holds 600 vehicles. The Río Piedras stop on the Tren Urbano also serves the market. Because work began at El Pilar, the plaza with the stage and the garage has been the second in line during the first months of construction.

The market is a community effort. Centro Para Emprendedores organizes it with the Junta Comunitaria de Río Piedras, Casa Necromancy, Terrateniente Prints, Pasillo 13 and LCM. No date for a fall 2026 edition had been published at the time of writing. Centro Para Emprendedores has offices on Calle Arzuaga, and its newsletter is the most direct place to watch for the next date.

What Is Open Along the Spine

The construction surrounds a group of independent businesses. Most of them are within a few minutes' walk of Paseo de Diego.

  • Bobet's Bakehouse, 53 Paseo de Diego. It opened in 2023 and sells sourdough breads, pastries, sandwiches and coffee. Its owner has run baking classes to bring people into the casco. The shop's site currently lists a Sourdough 101 workshop on October 11, marked sold out, with pickup at the Paseo de Diego address.
  • Selena Pizzería, 1104 Calle del Carmen. It was founded in 2023, and in 2025 it was running monthly collage-and-food workshops. Its website lists hours, a menu and a second location.
  • Necromancy Cosmética, 59 Calle Arzuaga. It started in 2016, closed in 2020 and reopened in early 2022. The owner has worked with local artists on exhibitions and sold at the Saturday markets. The shop's online store offers pickup in Río Piedras.
  • Triángulo, Calle Arzuaga. It is the newest arrival, covered by El Nuevo Día on September 17, 2026. The concept combines high-end cocktails, creative cooking and careful service, and the restaurant is betting that this works in a district still being rebuilt.
  • La Bodeguita de Manolo, Río Piedras. Its Río Piedras location is one of 20 restaurants in the 2026 Ruta de la Tapa, organized by Spain's Economic and Commercial Office in Puerto Rico and ICEX. The route ends October 4, so this weekend is the last chance.
  • Casa Cole, 59 Calle Robles. It is home to the Colectiva Feminista en Construcción and opened on October 25, 2025, with a mural by Colectivo Moriviví. In July it hosted an evening dinner followed by music and poetry.

Several of these owners chose the casco before any construction began. Bobet's and Selena both opened in 2023, Necromancy reopened in 2022, and Casa Cole opened a month after the market work started. In an April 2025 report, merchants said light foot traffic and run-down public spaces were holding back business incentives. The Fideicomiso para el Desarrollo de Río Piedras argued that street and public-space repairs had to come alongside support for businesses. The work now underway is that kind of repair.

The Corridor Ties It Together

The Ponce de León project is the piece that connects the rest. It extends the Paseo de Diego pedestrian corridor so that it links the Tren Urbano station with the existing plazas and other projects nearby. The design reduces lanes on some segments to make room for green space. It adds a protected bike lane that will connect to the lanes now being built on Gándara and Universidad, plus new transit stops, lighting and Wi-Fi. A raised crosswalk will carry an image of the University of Puerto Rico's Río Piedras campus, visually linking the UPR tower to Avenida Universidad. A gateway monument will mark the entrance to Río Piedras from Avenida 65 de Infantería.

Behar Ybarra & Associates designed the project, and ANG Construction, Inc. is building it. With a twelve-month estimate from a September 2026 start, the corridor and the second phase of the plaza work are both scheduled to wrap up around the second half of 2027. Until then, the train, the 600-space garage under La Convalecencia and Paseo de Diego itself still reach every business listed above.
